摘　　要：地方发展型政府以发展地方经济为核心目标。改革开放以来，地方发展型政府推动着我国城市土地供给制度的不断变迁：一方面促进了地方经济的发展，另一方面具有较浓厚的地方利益色彩。深化改革我国城市土地供给制度．需重塑政府与市场的关系，建立起与我国市场经济体制相适应的土地制度。Local developmental government takes the core goal of developing local economy.After China＇s reform and opening-up, local developmental government has promoted the ever-changing of China＇s urban land supply system. On one hand, those promoting measures have accelerated the development of local economy; on the other hand, these measuers have strong features of protecting local interests. To deepen the reform of China＇s urban land supply system, the relationship between government and market should be reshaped, and a land system matching with China＇s market economic system should be established.
