摘 要:20世纪90年代以来,中国大陆部分省区开始试行“强县扩权”的改革,引起广泛关注。强县扩权是在市领导县体制的环境发生根本性变化,部分经济强县发展的本能职权扩张要求的情况下,省级政府在处理县市关系时作出的理性选择。笔者对强县扩权的本质、两面性和过渡性以及如何科学决策问题进行了理性思考。探讨了强县扩权对未来中国行政区划体制改革的影响,指出其走向是“减少层次,省管县市”,试行“县下辖市”。同时还提出“城郊合治”、适度“切块设市”建制市设置模式的新思路。Since the 1990s, a proportion of Chinese provinces have started to try out the reform of the "reinforcing rights to strong counties" which has attracted wide attention. It is a rational solution for the provincial government to deal with city-county relations, under the pressures of a fundamentally changed systemic environment of the city-leading-county pattern and some economic strong counties' intrinsic requirements for more rights. This article has made the rational thinking of the essence, the dual aspects, the transitional characteristics and making a scientific decision of "reinforcing rights to strong counties" ; meanwhile, it also has made a discussion about how the decision would affect the future of China's administrative division reform by mentioning that it is leading to "less management levels, province governing counties and cities", and trying out county-leading-city. Finally, the article proposes the new thinking of the city-establishing model of "managing urban and suburban districts together" and "moderate degree piece-cutting city-establishing" in our country.
