全球化背景下的北京城市竞争力演变与提升模式创新

摘　　要：在描述全球化背景下城市竞争力的慨念和评价方法的基础上，通过界定城市竞争力概念，构建评价方法，定量分析了北京全球城市竞争力及基于新产业类型划分的产业结构演变，提出选择合理模式来提升北京的全球城市竞争力，最后给出了相关政策建议．数据显示，1995年～2003年期间，北京在全球的城市竞争力是不断提升的，但是，与同等级的其它城市相比还有相当大的差距．在全球化时代，环境政策的合理性不能以其严格程度来评价，而在于这种环境政策是否符合城市的竞争力水平，城市政策制定者应该在城市发展战略、产业政策和环境政策之间找到合理的结合点，选择合适的发展模式，推动城市以最少的资源投入和最小的环境代价，快速、稳定、均衡并可持续地提高竞争力．Based on the description of concept and evaluation method of urban competitiveness, the paper quantitatively analyses Beijing city competitiveness and the evolvement of industry structure under new industry type through defining the concept of city competitiveness and constructing new evaluation method, brings forward choosing the best pattern to improving the city competitiveness of Beijing and gives proposals on correlative policy in the end. It was showed with the data that the urban competitiveness of Beijing from 1995 to 2003 has been promoted during the city evolution process on a global scale. Yet Beijing＇s urban competitiveness still has a pretty big ga Pcompared with other equal level city. The rationality of the environment policy in the era of globalization can not be judged by its strictness degree , but be appraised on whether the environment policy coincide with the level of urban competitiveness. The urban policy-makers ought to either find the reasonable binding site among the urban development strategy, the industry policy and the environment policy or choose the appropriate development pattern in order to impulse the city to enhance its competitiveness fleetly, steadily, proportionally and sustainable with the least resources input and the minimal environmental cost.
