摘　　要：社会弱势群体是任何社会和时代都普遍存在的现象,它成为我国社会转型时期的一个突出矛盾,因此,关注和解决弱势群体问题对于促进社会经济增长和维护社会稳定及和谐社会构建,对于全面落实科学发展观,推动“人的全面发展”和整个社会的可持续发展具有重要的现实意义和深远的历史意义。The valnerable group of society is any society and all common existen of times phenomenon. It also becomes our country society rotating a outstanding ocntradiction problem of type period. Therefore, the problem showing solicitude for and resolving a valnerable group builds build to promoting society economic growth and safeguard social stability and harmonious society. The sustainable development driving ＂the overall development of human being＂ and enfire society has important practicalor imediate significance and for-reaching historical significance to ascertaining that science develops a Taoist temple all round.
