摘　　要：本文在对都市型现代渔业进行界定的基础上,讨论了上海都市型现代渔业的发展现状及存在的问题,提出了总体的发展思路。文章指出,上海都市型现代渔业在整个上海渔业中的比重不断上升,其功能逐渐凸显,但仍处于起步阶段,存在着产业化高度不够、龙头企业尚需培育、资源衰退、环境恶化等问题。因此,文章提出,上海应当以“一个中心”、“三个基地”、“八大产业”的创立和建设为切入点,以制度创新为保障,发展都市型现代渔业。On the basis of the definition of modern urban fisheries, the development of this industry of Shanghai was discussed in this paper, and the polices to develop it were also suggested. The results of positive analysis proved that the percentage of the value of modern urban fisheries in agriculture of Shanghai is increasing, the functions of modern urban fisheries are emerging, but the development of this industry is just on its beginning, and there are still many problems for its further development, which include the low height of its industrialization, the lack of leading firms, the deterioration of environment, and the regression of natural resources. So the authors suggested that Shanghai should build ＂one center＂, ＂three bases＂, and ＂eight industries＂, as well as innovate institutions, to develop modern urban fisheries.
