摘　　要：通过对资源枯竭城市产业集群发展中人才资源现状的研究,分析了资源枯竭地区的人才资源的特点及其成因,运用产、学、研相结合的思路与对策,实施合理的人才培训机制,为资源枯竭型城市营造起一个良好的人才资源环境。This article through dries up the city clusters of industry to the resources to develop the human resources present situation research, analyzed the resources to dry up the local human resources characteristic and the origin, the utilization produces the mentality and the countermeasure which, studied, grinds unifies, implemented the reasonable training mechanism, dried up the city for the resources to build a good human resources environment.
