西部农村养老保障的现状及模式构建

摘　　要：对中国西部农村的养老现状进行了考察,认为西部农村老龄化程度严重,老年人生活状况不容乐观,同时家庭养老的传统模式受到挑战;在此基础上,分析了西部农村养老困境的成因:主要受地区经济落后的制约,传统文化、民族宗教文化的影响,农村劳动力流失,以及农村基层组织功能弱化,公共空间狭窄,社会支持不足等因素的影响。提出多支柱养老保障模式是西部农村养老保障值得考虑的选择。The authors have investigated the status quo of the aged support in the countryside of Western China holding that the aging degree is severe, there is nothing optimistic about the living conditions of the aged and at the same time, the traditional mode to support the aged in the family is being challenged. Based on the investigation are analyzed the causes of the difficult position of the aged support in the countryside of Western China. The main factors cover the restriction of the backward economy in the region, influences of traditional, ethnic and religious culture, drain of rural labor, weakening of functions of rural grass root organizations, narrow public space, insufficient social support, etc. Then, the authors present that the plural support model for the aged may be the best selection for the aged support reform in western rural region worthy to be considered.
