公共产品供给与西藏农村和谐社会建设

摘　　要：西藏农村总体上是和谐的,但也存在不少影响社会和谐的矛盾和问题,除达赖集团的干扰破坏外,主要是广大农牧民最关心、最直接、最现实的利益问题,即满足农牧民基本生产和生活需要的公共产品和公共服务供给问题需要进一步解决。其措施是:增加西藏农村公共产品供给,改善农村公共产品供给结构;强化广大农牧民参与意识,提高西藏农村公共产品供给效率;充分认识西藏农村的特殊性,建立和完善西藏农村公共财政体制;完善西藏农村治理结构,完善非正式组织的功能。Generally speaking, rural Tibet is harmonious, but there are some problems endangering the society＇ s harmony. Besides Dalai Lama＇ s destruction, the most direct and practical problem is the interest problem, that is, the public goods and services for the survival and basic production of famers and herdsman. The solutions are： to increase the providence of public goods and services in rural Tibet, and improve the providence structure of public goods; to strengthen the participation awareness of farmers and herdsman, and improve the providence efficiency of public goods; to realize the special condition in rural Tibet, and build and improve public finance system in rural Tibet; to improve governance in rural Tibet and the function of non - government organizations.
