粮食机会损失形成与补偿研究

摘　　要：粮食产业有其不利的自然特性,即生产周期与劳动机会的不一致。粮食产业的这种特殊性限制了农户技术进步和增加收入的机会,文章以粮农参照收入与实际可支配收入的差别为机会损失,并以粮食主产区河南省100户粮农种粮调查的实例求证了粮农种粮的机会损失,得出粮农的这种机会损失正在逐步加剧,粮农之所以从事粮食生产是因为其职业转移成本还大于这种机会损失。因此,建议关注粮农机会损失,给予粮农适当补偿,以维护粮农种粮积极性,保障粮食安全。Food industry has its natural disadvantages. That is the inconformity of produce cycle and work opportunities. This article shows that the special nature of food .industry has hindrances on the farmer＇s progress of technology and income increasing. And also, we defined Opportunity Loss as the difference of farmer＇s reference income and actual income. At last, this article tries to prove the farmer＇s opportunity losse by planting crops by investigating the 100 households He-nan farmers. We obtain that the farmers opportunity loss is gradually intensifying. The farmers, therefore, are engaged in the grain production because its occupation shift cost also is bigger than this kind of opportunity loss. So, this article suggested that pay we attention to the farmers opportunity losse, give the farmers compensation which defends the farmers planting crops enthusiasm, safeguards the safety.
