摘 要:为了给高速公路公共政策的制定提供依据,运用现代经济学理论和财政学原理,对高速公路发展中政府与市场的合理分工与合作进行了探索。在介绍经济发展中政府与市场定位的基础上,分析了高速公路发展中政府与市场的定位,进而详细分析了高速公路提供方式及生产方式的选择。研究表明:在中国,高速公路应主要由政府提供;政府可以直接生产高速公路,也可以委托给私人生产,通过征税和安排预算为私人生产提供资金;私人生产方式在高速公路发展中将会越来越普遍。In order to provide reference for public policy of freeway, using the modern economics and finance theories, the reasonable work assignment and cooperation between government and market were explored in development of freeway. Positions of government and market were analyzed in development of freeway by introducing position of government and market in economic development. Supply and production patterns of freeway were elaborated. Research shows that freeway shall be supplied by government in China; freeway is not only produced by government but also produced by private in the way of government commission and bankroll could be provided for private by tax collection and budget arrangement; private production pattern of freeway will be popular in future.
