摘　　要：社会转型是当代中国社会发展阶段性特征的集中表现。思想政治工作是社会转型期实现精神和谐的基本途径、政治和谐的有效手段、社会和谐的重要方式。增强社会转型期思想政治工作的有效性必须“内外兼顾”,既要科学定位思想政治工作自身的功能,又要净化思想政治工作的外部环境。Social turning model is the focalized manifestation of periodical feature of chinese social development. Ideological and political work is the basic means to realize the harmony in culture, politics and society during the period of china social turning model. Two considerations should be given in the period for the purpose of enhancing the effectiveness of ideological and political work. That is to say, the function of ideological and political work should be orientated scientifically on one hand, and the outer environment of ideological and political work should be purified on the other hand.
