摘　　要：日本的国家大学生资助完全采取贷款形式,但是贷款制度有其固有的缺陷。为克服贷款制度的不足,服务于国家发展战略,吸引优秀大学生进入教师行业,日本政府在贷款制度的基础上设计出了还款特别豁免制度。贷款者只要从事教育和研究工作,满足国家规定的条件后就可以获得还款特别豁免。该制度实行50多年来为日本教师队伍输送了大批人才。In Japan national student aids depend completely on loans that have some natural defects. In order to improve the aid system, Japan has established a special exemption from repayment for a national student loan. It means that a debtor can be exempted from repayment if he or she becomes a teacher or researcher in the positions designated by government. This policy has supplied Japanese education with high - quality teachers for more than fifty years since the end of World War If.
