摘　　要：“先富能人治村”是农村社会发展的必然结果,同时给农村基层党组织建设带来了一些新情况和新问题。要加强乡镇党委对村级党组织建设的领导,提高乡镇对村的调控能力;加强村党组织建设,发挥党组织的整体作用,对先富能人村官实施有效地制约和监督。Summary of the essay： ＂First rich able person administering a village＂ is the inevitable result of social development in rural areas. Meanwhile it has brought some new situations and new problems to the rural grass - roots party organizations construction. We should strengthen the township party committee leading building of party organizations at the village level, and to enhance the township＇s ability to regulate and control of the village; strengthen village party building, play the overall role of Party organizations, implement effective control and supervision on the leader of a Village.
