摘　　要：本文以科学发展观为指导,全面阐述“新开放观”研究的时代背景与现实意义,明确“新开放观”研究的理论基点与目标内涵,并在此基础上探索在经济全球化迅猛推进背景下中国对外开放理论创新的战略主题,提出与中国建设经济强国相适应的一些开放政策新理念。This paper elaborates the research background, practical significance, theoretical foundation and the goal of the new thinking for opening policy under the concept of scientific development, and explores the strategic innovation of China′s opening policies under the economical globalization, proposed some new ideas for China′s economic opening strategy when it become a economical power.
