摘　　要：目的:通过对“乡镇卫生院建设”项目单位的有效性评价,审视项目效率,发现成绩和问题,对今后的乡镇卫生院建设提出政策建议。方法:采用分层随机抽样方法,从河南省的1000个“乡镇卫生院建设”项目单位中抽取100个为样本,运用数据包络分析(DEA)方法测算项目单位在项目前后的数据包络分析(DEA)有效率变化。结果:数据包络分析(DEA)有效的决策单元构成比例从22%增加到30%,一般乡镇卫生院从14%增加到34%,中心乡镇卫生院从30%下降到26%;数据包络分析(DEA)得分频数分布为正偏态。结论:项目效果显著。以后乡镇卫生院建设应提高针对性:对县级配套区别对待,对中心乡镇卫生院应控制规模,加强内涵建设,加大对乡镇卫生院防保需要投入。Objective Through evaluation on ＂construction projects of townships health centers＂ in Henan province, to scan the efficiency of the project, to find achievement and questions, and to give the policy advice. Methods With stratified random sampling 100 from 1000 township health centers finished their buildings projects, to measure the change of availability with DEA. Results The proportion of ＂the DEU is effectual＂ increase from 22% to 30%, it increase from 14% to 34% to commonly township health centers, but it decrease from 30% to 26% to epicenter township health centers. The frequence distribution of the DEA scores is positive partial. Conclusions The effect of the project is salience. The advice is to heighten the pertinence.
