“特洛伊计划”——美国冷战心理宣传战略探微

摘　　要：杜鲁门政府时期,美国逐步形成了全球冷战战略,在全球冷战战略的统领下,美国政府还进行了冷战心理宣传攻势。杜鲁门总统公开进行的宣传攻势“真理运动”(Campaign of Truth)和美国国家安全委员会、中央情报局进行的隐蔽宣传行动形成了一场总体的心理宣传战。其中,美国之音起到了重要作用。为了能够突破苏联对美国之音的广播干扰,美国国务院组成了由麻省理工学院和哈佛大学等名校22名专家教授在内的研究项目组,代号为“特洛伊计划”。通过对这个“最高机密”计划的研究,可揭示出美国在冷战初期进行的种种心理宣传手段,进而全面认识美国的全球冷战宣传战略。During the Truman administration, the United States＇ global cold war strategy became more distinct. Under this Grand Strategy, American decision - makers exploited cold war psychological operations against communism around the world. The Campaign of Truth aroused by the President Truman signaled a renewed determination to undermine communism across the world, which combined with the covert information operations controlled by the National Security Council （NSC） and Central Intelligence Agency （CIA） became the integrated psychological warfare. Within the psychological warfare, VOA played the most important role. To find a way to overcome Soviet＇s jamming operations, the Department of State sponsored a special group including professors and engineers from MIT, Harvard, and RAND, etc. to start code name Project Troy. Studying on the top -secret project, this article attempts to reveal the important role of the cold war psychological warfare in the total cold war strategy of United States.
