摘　　要：随着社会经济科学技术的发展,人类活动对自然的影响有强化的趋势,水作为一种不可替代的资源,对社会经济发展起着日益重要的作用。中国是洪涝灾害频发的国家,历来对防洪工程极为重视,但洪水灾害却不断发生。这并不是防洪工程没有起到应有的作用,事实上它所起的作用被社会经济发展所造成的影响隐没了。社会经济的发展对防洪体系有着重要的影响。With the development of social economy and scientific technology, the human activities make more and more influence on the nature. Water, as a nonreplaceable resource, plays an even more important role in the development of social economy. Flood disasters frequently occur in China and the governments at all levels pay much attention to water conservancy projects. However, the floods often happen. It doesnt mean that the project does not work, but in fact its influence is evaded by the development of social economy that makes more important effect on flood control system.
