论新形势下宏观调控“双稳健”政策——从“积极”的财政政策到“稳健”的财政政策

摘　　要：中央经济工作会议提出2005年要实行稳健的财政政策,这是党中央、国务院根据当前经济形势的新变化和宏观调控的新需要做出的重要决策。这意味着实施已近7年的积极财政政策今年要退出,取而代之的将是“稳健的财政政策”。本文着重论述了财政政策从“积极”到“稳健”的可能性、必然性、主要内涵及风险防范。The rnoderate fiscal policy will be implemented in 2005 which was put forward by the Central Party Committee and the State Council according to the new change of the present economic situation and new need of macro - manipulation in the Central Economic Working Conference. It means that the active fiscal policy carried out for almost 7 years will quit the stage next year and be superseded by the moderate policy. In the article, mainly discusses the possibility, inevitability, main connotation and hazard look out of the fiscal policy from active to moderate.
