摘 要:为了保障黄河流域水资源的健康可持续利用,在系统地研究了黄河流域水资源变化规律、预测流域社会经济发展状况的基础上,构建了黄河流域水资源利用的多目标规划模型,并探讨了多目标规划的水资源配置规则及优化配置的方法.通过研究提高黄河流域水资源承载水平的调控手段,提出了21世纪黄河流域水资源再生性科学对策和水资源可持续利用模式,指出水资源与经济的协调发展是解决人水矛盾的根本途径.A multi-objective planning model for water resources sustainable utilization of the Yellow River was constructed, and the law and method for optimal allocation of water resources were discussed based on a systemic study of the regularity of variation of the Yellow River water resources and prediction of social and economic development of the river basin. By research on the regulation and control measures for improving the beating capacity of the Yellow River water resources, scientific measures for the renewability of water resources and the mode for water resources sustainable utilization in the 21^st century were proposed. Finally, it is pointed out that the harmonious development of water resources and economy is a fundamental way to settle the contradiction between human and water resources.
