摘　　要：提出了黑龙江省公路应急指挥系统的结构框架与工作流程。着重说明了公路应急指挥中心的逻辑结构,并从组成要素和软件支撑两个方面论述了应急指挥中心的构建方案。In this article, we put forward the frame and workflow of the roads emergency command system. The logical structure of the system was illustrated. We further explained the construction of the emergency response eonunand center by two aspects of constitution elements and software- supporting platform.
