容积率奖励及开发权转让的国际比较

摘　　要：从容积率奖励及开发权转让的概念释义入手,在分析国外实践经验及促进开放空间、历史与生态环境保护等建设成效的基础上,指出它们在协调我国经济发展与环境保护、实现政府与土地开发部门利益共赢方面的现实应用意义,提出实施建议,并肯定了它们作为国外应对类似社会、经济问题,且有成效的管理办法,是值得学习和借鉴的。The concept of floor area ratio（FAR） awards and transfer of denelopment right（TDR） was explained firstly, and then by analyzing the practical experience of FAR awards and TDR in other countries and their effect on forming open space, protecting historical relics and ecological environment, their practical application meaning was put forward and suggestions on coordinating the relationship between economic development and environmental protection, and the benefits between government and land management department was made. It was pointed out that the perfection of land administration measures is an unceasing process under different social economic construction situation, and ＂FAR awards and TDR＂ as a measure with successful application in solving similar social problems is worth of reference and study.
