摘　　要：讨论水资源配置的概念,并从范围、目标、原则、措施、效应等方面进行阐述;回顾水资源配置理论研究的主要成果,评述水资源配置的机制与方法,探讨统筹考虑水资源各属性以实现水资源合理配置的原则与方法。最后从理念、制度、体制等方面提出了中国水资源配置与管理的总体思路和政策建议。The concept of allocation of water resources is discussed from the aspects of scope,target,principles,measures,effect and so on.The main achievements of theoretical researches on allocation of water resources are reviewed,the corresponding mechanism and methods are commented,and the multi-attributes of integrated planning of water resources are discussed so as to realize the principles and methods of rational allocation of water resources.Finally,the overall thought and policy for the allocation and management of water resources in China are put forward from the viewpoints of concept,system and institution,etc.
