摘　　要：近年来,随着以东盟为首的地区合作机制不断发展和完善,在历届东盟外长会议、东盟首脑会议和各种专业性会议上。Since 2000, the transnational cooperation in Southeast Asia tends to take more interests in the nontraditional and social issues of the region. On the ASEAN framework and through series of multi-topic dialogues, all member states try to resolve collectively these issues that have been seen as domestics and now become public affaires faced by the regional community. A broader cooperation will promote the functional role of the regional organization on common governance among nations.
