全国医疗救治体系建设项目完成情况评估

摘　　要：目的对我国医疗救治体系建设的完成情况和项目成效进行综合评价,为后续建设方向的确定提供相关建议和其他专项建设项目提供经验。方法对全国31个省、自治区、直辖市以及新疆生产建设兵团和黑龙江农垦总局的医疗救治体系建设的自评验收报告进行定量和定性研究。结果(1)定量研究结果:批复的2 667个医疗救治体系建设项目中,竣工率为98.31%;项目总投资额为125.87亿元,设备补助的总投资额为24.08亿元,二者投资构成相似,西部地区的国债比例最高(72.04%,80.61%);目前实际建设规模达591.63万m2;(2)定性研究结果:医疗救治服务能力提升,应急机制逐步完善,医疗救治体系整体功能强化和基础设施明显改善;建设用地落实困难和地方配套资金落实较晚,成为某些项目尚未完工的主要原因;后续建设方向倾向于人才培养和制度建设。结论项目进展顺利,国家确定的用3年时间建立健全突发公共卫生事件应急机制,加强应急医疗救治体系建设的目标基本实现。Objective To evaluate condition and effects of the construction item of the national medical rescue system, and provide the suggestion for the follow-up construction and the experience for the other construction items about public health. Methods The quantitative and qualitative research was carried out to the 33 provinces＇ self-evaluating reports on the construction of medical rescue system. Results （1）98.31 percent of the 2 667 intending items of the medical rescue system wes finished; the item＇ s total investment was 12. 587 millions yuan, the total subside of equipments was 2 408 millions yuan, the national debt＇ s proportion of western region was the highest in the both investments（72.04 %, 80.61% ） ; the construction area amounted to 5 916 300 m^2 at present. （2）Enhancing the service ability and the whole function of medical rescue system, perfecting gradually the mechanism of meeting an emergency, improving obviously the infrastructure; the construction ground and local funds were carried out with difficulty, which became the main reasons of some projects not yet finished;the direction of the follow-up construction was inclined to staff training and system construction. Conclusion The whole item went with a swing, the objective of building up the mechanism meeting public health emergencies and strengthening construction of medical rescue system came true basically in 3 years.
