摘　　要：在对我国耕地数量、质量与生态环境变化进行分析的基础上,寻找耕地保护失灵的体制障碍原因,并运用经济计量方法对耕地保护政策绩效进行定量分析,最后从经济运行机制、行政管理体制及政策法律框架等耕地保护体制改革与创新角度提出耕地保护的若干政策建议。Through analyzing the quantity and quality of farmland and the ecological environment transformation in our country, this paper aims at revealing the causes which have led to the inefficiency of farmland protection system, and conducts a quantitative analysis of farmland protection policy achievements using the method of economic gauging. Finally it puts forward some proposals in terms of farmland protection system reform and innovation such as economical movement mechanism, administration system, policy and law.
