摘　　要：农业综合开发是国家保护、支持、实现农业可持续发展的一项重大战略举措。十多年来,农业综合开发产生了巨大的效益,为推动农业和农村经济两个根本转变,提高农业综合生产能力,促进农村经济发展,加快农业现代化进程,发挥了重大作用。农业综合开发已经具备了政府推动农业现代化的重要途径和条件,但从现实来看,农业综合开发还难以完全承担起这一重任。Comprehensive Agricultural Exploitation is protected and supported by country a great strategic action of agricultural sustainable development. During the last ten years it developed and produced the enormous benefit in order to promote two basic transitions of agriculture and rural economy and improve agricul- tural integrated production capacity and bring about an advance in rural economy and accelerate agricultural modernization, which having played a great role. Comprehensive Agricultural Exploitation has the ability of promoted agricultural modernization, but it is really still difficult to totally bear this important task.
