摘　　要：党的十六届三中全会提出“以人为本”的思想,这是我们建党和执政以来在国家发展观上的历史性突破。“以人为本”体现了马克思主义的基本观点,是对马克思主义认识论的一次新的思想解放。坚持“以人为本”是实践科学发展观的本质和核心,也是实践图书馆科学发展观的本质要求。The ＂people-oriented＂ thought was introduced at the Party＇ s Sixteenth National Congress and the Third Plenary Session of its Sixteenth Central Committee. It was a historical.breakthrough in the viewpoints of our national development since the Party was founded and came to power. ＂The people-oriented principle＂ echoes the Marxist basic viewpoints and is a new ideological liberation of Marxist epistomology. To adhere to the guideline of ＂people-oriented principle＂ is not only the essence and core for implementing the scientific outlook of development, but also a basic requirement for libraries to implement the scientific outlook of development.
