摘　　要：根据重点国有林区当前改革与发展的实践，参考加拿大、美国、英国等市场经济国家的国有林经营管理方式，提出重点国有林区改革的五种模式及配套改革措施；指出了改革中值得讨论的一些问题，包括国有林管理机构、森工企业定位、既得利益群体的阻力、改革的推动方式等。The paper first base the current practice on reform and delvelopment of key state-owned areas ,then refer to the pattern of state-owned forest management in the market-oriented economy nation of America.England and Canada ete.Based on this,it first proposes five reforms and five complementary reforms of key state-owned forest areas,then point out some major noticed-questions of reform such as building new agency to manage state-owned forest, role of forest industry enterprise, resistance from benefit groups, and ways to promote reform.
