摘　　要：黑龙江森工老工业基地经济总量较快增长，但占全省的比重却在下降。低阶次产业比重增强，产值和劳动力结构扭曲，人均生产总值和总体经济效益偏低。林区发展仍然受到体制、资源等制约。实行体制创新、调整产业发展重点并实行较大规模的林区房地产开发，可大大推进黑龙江森工老工业基地的振兴和发展。The gross economic output of forest industry in Heilongjiang Province rose faster, but the percentage of thewhole province reduced. The proportion of ower ordering industry is increasing greatly, the output value and labor force structure has twisted, the gross output value per capita and whole economic benefit are lower. The development in forest areas are still limited by mechanism, resources, etc. To make mechanism innovation, adjust key industry development and do larger-scale real state development in forest areas can promote the development of forest old industry base in Heilongjiang.
