摘　　要：行政立法制度作为现代立法制度的重要组成部分,正在发挥着日益重要的作用,同时在实际运作中也还存在许多不足之处.如何加强对行政立法的监督和控制,成为各国政府和学界关注的焦点.从行政立法的实践出发,认识监督行政立法之必要性,以利于监督制度的设计.The administration legislation is the important part of the mordern legislation. It brings into more and more functions and has lots of shortcomings. How to stengthen the supervision and control of administrative legislation becomes the focal point from every governments. The necessity about control administrative legislation from the facts is introduced in the article.
