摘　　要：在对大量的案例分析和调研基础上,通过理论分析,构建了区域重大突发事件从发生、发展和结束全过程的监测指标体系,其中包含重大突发事件本身的监测、影响对象脆弱性的监测和防范体系的监测的全方位监测。Based on the analyses of a large number of cases and investigation,the paper constructs an early-warning monitoring index system,including the stages of the occurance, development and conclusion of regional significant emergency. The system also involves the monitoring of significant emergency itself,its impact on the weakness of the target and the overall control of the prevention system.
