摘　　要：科学发展观是开放的发展观。统筹国内发展和对外开放是科学发展观的重要内容。从十一届三中全会后邓小平提出的对外开放到以胡锦涛为总书记的党中央提出“统筹国内发展和对外开放”,标志着我国对外开放将朝着更加自觉、更高水平和更有利于发展的方向前进。China＇ s Scientific Approach to Development is an open development view, and now ＂ Planning as a Whole Domestic Development and Opening Up to the Outside World＂ has become a significant substance of the scientific development view. The move from the Opening up Policy put forward by Deng Xiaoping at the Third Plenary Session of the 13th CPC central Committee to the ＂ Coordinating Domestic Development and Opening Up to the Outside World＂ put forward at the Third Plenary Session of the 16th CPC Central Committee under the leadership of Hu Jingtao signifies that China is making for a more conscious, higher - level and healthier development.
