欧盟结构基金对中国的借鉴作用

摘　　要：欧盟出自深化和扩大一体化的需要,为了缩小其内部区域经济发展的不平衡,专门设立了欧洲结构基金,主要任务之一就是支持落后地区或产业衰退地区的经济发展与产业结构调整。这是欧盟首创的一种全新产业的政策工具。欧盟在利用结构基金方面取得了显著成效,促进了欧盟内落后地区的经济增长、就业和可持续发展。欧盟在利用结构基金促使地区经济协调发展的一些措施,对我国有着很大的启发,值得我们在开发大西北、发展区域经济、促使区域经济协调发展中认真参考和借鉴。On the purpose of deepening and enlarging its integration, reducing the imbalance of regional development within EU, EU especially established the European Structural Fund. Since the functioning of the Structure Fund, EU has achieved a lot in promoting the economic growth, employment and sustainable develop- ment in its backward regions. For examples, the infrastructures, the health and educational undertakings and the environmental protection in recipient countries within EU have been improved greatly. The measures the EU has taken and the results EU has gained in operating the Structure Fund provide China with great enlightenment and useful experience. In this respect, China has a great deal to learn from EU for achieving the goal of developing the greater-north-west-China： taking the whole situation of regional coordinated development into account as EU has done; trying best to narrow the gap between regions, making the balanced development between the East and West as a strategic task of China.
