摘　　要：加州电力危机已经过去6年了,但其对世界电力市场改革的影响还远未消去。加州电力危机加速了人们对电力市场认识的深化,使各国电力市场建设在市场目标上注重效率目标的同时也充分注重发展目标,在市场机制上注重竞争机制的同时充分注重风险分布机制,在市场主体上注重供应侧参与的同时充分注重需求侧参与,在交易模式上注重集中优化效益的同时充分注重分散决策效益。在此意义上,加州电力危机无论在理论发展上还是在实践发展上,都是世界电力市场改革史上的一个里程碑和分水岭。It has been 6 years since the energy crisis in California, but its impact on the world＇s electricity market reform has never been vanished. This crisis deepened people＇ s cognition on electricity market, and led a more balance market, with the target of both efficiency and development, the mechanisms of both competition and risk dispersal, the market players of both supply side and demand side, the efficiency gains of both centralized optimization and decentralized decision. In this sense, the energy crisis in California is a milestone and watershed of the history of the world＇s electricity market reform.
