摘　　要：不平衡增长理论对不发达国家或地区产业政策的制定具有指导作用．重庆市的市情决定了用不平衡增长理论对重庆市的产业政策作理论指导也是可行的．Non - equilibrium Development Theory has the instruction function to the establishment of the industral policy in the underdeveloped countries or regions. It is feasible to use the Non - equilibrium Development Theory to supervise the Chongqing＇ s industrial policy according to the situation of chongqing.
