摘　　要：与《治安管理处罚条例》相比,《治安管理处罚法》在立法宗旨、办案理念、基本原则、综合治理、治安管理处罚的种类和适用、处罚程序等方面都有重大的变化,这些变化是治安行政执法的新发展,应当深刻领会,有效实施。Compared with Regulation of Public Order Administration, there are new changes in Penalty Law of Public Order Administration in many aspects such as the purpose of legislation, concept of solving a ease, comprehensive management, the categories, applications, and procedures of penalties in the administration of public order. The new changes have further developed the administrative law enforcement of public order and should be well understood so as to ensure the effective enforcement of the law.
