摘　　要：从理论和实践的角度分析了重点实验室申报中存在的主要问题和应采取的对策.着重从研究方向、建设目标、管理体制机制等方面探讨如何整合科技资源,策划重点实验室.There is a set of complex work to apply for government key laboratories in China now. It makes a deep analysis on major problems and their causes within the application work, and finally puts forward some solutions to the problems.
