济宁市人均耕地警戒值测算

摘　　要：人口增长、经济发展、城市建设使有限的耕地资源日趋紧张,为有效保护有限的耕地资源,缓解人地矛盾,协调人地关系,非常必要进行人均耕地警戒值的研究.文章阐述了人均耕地警戒值的含义、测算的意义、测算方法与步骤,并在分析济宁市耕地利用现状的基础上测算了目标年的人均耕地警戒值.结果显示:2010年人均耕地预期保有量大于人均耕地警戒值,无警,2020年人均耕地预期保有量小于人均耕地警戒值,有警.最后对今后耕地资源的利用与保护提出相关对策和建议.以期为土地利用规划、土地资源合理利用与保护提供科学依据.With the increase of population, development of economy and process of industrialization, the supply and demand condition of limited land become worse. Making rational use of cultivated land and putting the protection of cultivated land into reality are good ways to relieve the cultivated land pressure. The thinking, method and procedure for calculating the security line of the per capita cultivated land are expounded and the security lines for Jining city are calculated. Last responses for the future use and protect of land resources and basis for land use planning are provided.
