影响地方政府部门间信息共享因素的实证研究

摘　　要：政府部门间的信息共享已经成为目前制约我国政府信息化进一步发展的主要瓶颈,而目前国内外在这方面的研究还比较少。本文在借鉴国外研究成果和对我国地方政府深入访谈的基础上,结合创新扩散理论,提出了影响我国地方政府部门间信息共享的影响因素,并设计了问卷在陕西省宝鸡市进行实际调查。最后,对所提出的影响地方政府部门间信息共享因素进行了实证检验,得出了影响信息共享因素的结论,并提出了推进政府部门间信息共享的政策建议。The information sharing among government departments is an important barrier that blocks the development and application of E - government in China, but there is a few of researches on the influencing factors of information sharing among local government departments in China. Based on interviewing with the leaders of local government, literature review in related field and the innovation diffusion theory, this paper puts forward three mainly factors that influence the information sharing among the departments of local government, including the resources, the drives and the cognitions of information sharing. Then the three influencing factors are analyzed in detail.
