构建生态矿区的产业援助补偿机制

摘　　要：当前矿区存在的资源勘探严重不足、矿产资源价格扭曲、矿山企业社会负担重、企业历史欠账多、生态环境恶化等问题严重制约了生态矿区的构建。本文从矿产资源产业调整援助、产业退出援助、产业关联援助三个方面分析了我国矿产资源产业援助补偿机制中存在的四个主要问题,提出了建立和完善我国矿产资源援助补偿机制、构建生态矿区的八项举措。Currently, some issues existing in mining areas, such as lack of resources exploration, distortion of mineral resource price, heavy social burden on mining enterprises, excessive history arrears of mining enterprise and deterioration of ecological environment etc, have seriously restrict the building of ecological mining area. From three aspects, including industry adjustment assistance, industry exit assistance and industry related assistance for assistance conpensation of mineral industry, this paper analyzes four main issues exsisted in assistane compensation mechanism for China＇ s minieral industry, proposes eight measures to establish and perfect China＇ s mineral resource assistance compensation mechanism and build ecological mining area.
