摘　　要：多哈发展回合启动了贸易便利化的谈判。贸易便利化减少了贸易中的交易成本,为国际贸易活动创造了一种透明、协调和具有可预见性的环境。WTO在促进贸易便利的同时,应意识到贸易的扩大对环境和可持续发展的影响,落实发展中国家共同但有区别的责任原则,使贸易与环境能够协调发展。Doha Development Round started the negotiation on trade facilitation （TF）, which can reduce the transaction cost and create a transparent, haarmoniouss and predictablee environment in international trade. While promoting TF, it is essential for WTO to notice the effect of trade o environment and sustainable development as well ass inplement the principle of common but ddifferential ressponssibility for developing countries. Only in thiss way, can trade and environment achieve harmoniouss development.
