摘　　要：给出了测算区域创新能力的二次相对评价法,首先利用层次分析(AHP)测算区域创新能力的综合指数,其次运用数据包络分析(DEA)方法中的C2R模型测算二次相对评价值。该方法消除了客观基础条件优劣的影响,从而更加准确反映区域政府、企业、科研院所等创新主体的主观努力在提高区域创新能力中所起的作用。This paper presents double comparative evaluation method to regional innovation capability. In other words, AHP is used to calculate a composite index of regional innovation capability, and further, C2 R model of Data Envelopment Analysis （DEA） is used to evaluate the relative values of regional innovation capability. The method is valuable in removing the influences of objective conditions from evaluation, and therefore it truly reflects the roles played by regional governments, enterprises, institutes and other innovative agents in enhancing regional innovation capacity.
