摘　　要：基层民主选举构成民主政治的基础,在民主政治建设中占有重要地位。延安时期,中国共产党在陕甘宁边区较好地发动和领导了农村基层民主选举:通过宣传发动工作,提高农村基层选民的民主参与热情;在农村基层选举过程中,广大民众行使直接民权;同时,全面贯彻“三三制”原则。这样,使广大人民群众,特别是广大农民受到深刻、直接而又普遍的民主教育,为老百姓参与政治开辟了途径,为中国共产党取得新民主主义革命的胜利奠定了坚实的群众基础。It is saied in Shangshu Dayumo that＂ Human being is denger,and the truth is subfl. So we should do anything appropriately. ＂Through expounded by the Song Dynasty＇ s philosophers ,this Sixteen - word ,the law of rule which Dashun impart to Dayu, became an important content of the Confucianism theory about disposition. Through referring to the document, we can further understand the value of Zhuzi＇s hermeneufics on the basis of grasping the formation of this theory.
