摘　　要：目的了解中英城市社区卫生服务与贫困救助项目（UHPP）对成都沈阳两市社区卫生服务功能的影响，为我国其他城市社量调查相结合的方区卫生服务功能的发挥和完善提供参考。方法采用现有资料分析与定性、定法进行研究。结果UHPP项目通过经费支持、人员培训和业务指导等方式拓展和完善两市的社区卫生服务功能；健康教育方式不断丰富，受益人员逐渐扩大；慢性病管理逐步规范，纳入管理的患者数上升；计划生育与康复工作有新的突破与发展；预防保健功能得到完善；医疗服务功能提高，服务量明显增加。结论UHPP项目通过发展社区卫生服务系统，提高城市贫困人群的基本卫生服务可及性的运作模式，有利于城市社区卫生服务功能的发挥与完善。Objective To understand the effects of Urban Health and Poverty Project （UHPP） on the function of community health service （CHS） in Chengdu and Shenyang and to provide a basis for perfection of CHS function in other cities of China. Methods Using the existing data, key informant interviews and questionnaires investigation, the function of CHS influenced by UHPP was analyzed qualitatively and quantitatively. Results UHPP had positive impacts on improvement of functions of CHS by financial support, staff training, and technical assistant, etc. More methods of health education were employed, from which more residents were benefited. More norms for management of chronic diseases were applied and more patients were treated effectively. Family planning and rehabilitation services had new development. The functions of prevention and healthcare were enhanced. Medical services were improved and utilization was increased. Conclusions UHPP can promote the development of CHS and improve the accessibility of basic health services for urban poor people, which will be favorable to improve the function of urban CHS.
