摘　　要：目前西方许多国家尽管存在多种严重社会问题,但却在经济快速发展的同时总体上保持了社会的稳定,这与他们长期以来在治理国家方面积累的丰富经验有很大关系。在推进西部大开发的今天,在改革深化、各种社会矛盾凸现、社会不稳定因素增多的情况下,研究和借鉴西方国家政府治理国家的经验,对于我们构建西部地区和谐社会具有现实意义。At present, lots of western countries have some kinds of serious social problem, but their economy have developed fast, meanwhile keep the balance of the society. Such situation lies in their rich govern experience. At the time of developing western area, under the environment of deepen reform social contradictions, it is valuable for us to study and use the experience of western countries. It will benefit our building harmonious society in western area.
