摘　　要：建设新农村,是缩小城乡差距、全面建设小康社会的重大举措。党的十六大提出了全面建设小康社会的宏伟目标,要实现这个目标,重点和难点在农村,所以必须用新农村建设来统领“十一五”时期的农村工作。新农村建设中的很多内容都是WTO“绿箱”政策所要支持的对象,因此,在建设新农村这一新的历史背景下,积极构建“绿箱”农业支持政策体系,更具有时代特色和应用前景。Constructing the new countryside is the significant action of reducing the city and countryside disparity, comprehensivly constructing well - off society. The Party 16 loudly set the comprehensive construction well - off society＇s grand goal. But in order to achieve this goal, the key and difficulty are in countryside. Therefore, we must use the new rural reconstruction to command the rural work of ＂ShiYiWu＂ Program. There are many contents in new rural reconstruction which are the objects of WTO ＂Green Box＂ policy must support. Therefore, under this new history background of the new countryside construction, positively constructing the ＂Green Box＂ agricultural support policy system, has the time characteristic and the application prospect.
