摘　　要：市政建设项目是政府性建设项目,投资决策需要采用价值工程方法,实施时加强市政工程造价管理首先要加强立项可行性研究,其次要加强对规划工作管理和工程设计进行限额优化,还有要加强以市政工程建设管理单位为核心的项目全团队的管理。As the municipal project is government fimded, its capital investment decision should he made according to value engineering; its cost management in implementation should first emphasize the feasibility study, then enforce the planning management and optimize engineering design and finally tighten up the whole project team management, especially the management of the construction management unit.
