摘　　要：民主与法治是现代政治文明架构中的两大命题。民主要求建立政府与社会之间的互动关系,法治的核心是宪政,本质是限政。有限政府就是政府权力受到法律与社会有效制约的政府。因此,政治文明下的有限政府必然表现为民主政府和法治政府。Democracy and ruling by law are two big propositions in the modem politics civilized Construction. The democracy requests to establish interaction relations between government and society＇s. The core of ruling by law is the constitutionalism, and its essence is the politics limited. The limited government is that whose authority receives legal and social＇s effective restriction. Therefore, under the political civilization the limited government displays inevitably the democratic government and ruling by law government.
