摘　　要：知识经济形态社会中,科学技术是社会发展的重要支撑要素,而我国传统控制型科技管理已无法满足科技可持续发展的要求,建立以市场经济为基础的科技资源配置与运行机制,促进从控制型科技管理体系向监督型管理体系转变是发展的必然。人是社会发展的目的,科技发展最终服务于人类社会,因此应以科技发展权为全新理念内核,以科技与社会双重互构关系为基础,整合与创新政府科技管理体系中的客观结构、主观结构与价值结构,从而建构全新的生态型政府科技监督体系。In the knowledge economy shape society, the science and technology is the important strut essential factor which the society develops, but our country tradition control science and technology management has been unable to satisfy the technical sustainable development the request, establishes take the market economy as the foundation technical resources disposition and the movement mechanism, promotes from the control science and technology management system to the inspector general management system transformation is the development necessity. The person is the goal which the.society develops, the technical development finally serves the human society, therefore should take the technical right to de- velopment as the brand- new idea essence, duaI lmutually constructs the relations take the science and technology and the society as the foundation, conformity and in innovation government science and technology management system objective structure, subjective ,structure and value structure, thus entire newly built construction government science and technology surveillance system.
