论我国渔业保险体系的改革

摘　　要：目前,我国的渔业保险出现业务萎缩、难以为继的局面,文章在分析渔业保险现状的基础上,提出可供选择的渔业保险组织制度模式,即国有独资商业性保险公司或股份制保险公司;作为政策性业务委托商业性保险公司代理;设立新的政策性保险机构;建立健全合作制渔业保险结构。四种模式构成多元化的渔业保险体系。文章认为,在四种模式中当以合作制为主导,借鉴国外渔业保险的组织制度,推崇创建渔业相互保险公司,认为这是一种比较适合我国当前渔业生产力发展水平和渔业经济现状的组织模式,从而实现我国渔业保险体系的改革。The fishery insurance in our country appears business shrinking and emerges the situation hard to stand for long at present time. On the bases of analyzing current situation of fishery insurance, the article put forward selective systematic model of fishery insurance form： state-owned commercialized insurance companies or joint-stock insurance companies; commercialized insurance company agency with policy business entrustment; establishing new policy insurance institutions; cooperative fishery insurance structure that is set up and strengthened. Four models of above formed a varied fishery insurance system. The article stated that the leading form of the four models should be the co-operative system. Drawing lessons from the systematic form of foreign fishery insurance, the article praised highly to establish fishery mutual insurance company, a form model which is relatively suitable for the developing level of fishery productive forces and the current situation of fishery economy at present time in our country, so as to realize the reform of fishery insurance system in China.
